I believe this refers to the time driven with a parent, not driver's education classroom instruction or "on the road" instruction by a driver's education instructor.

I'm not sure, but I think the point is that new drivers won't be allowed to drive alone until after they practiced for 9 months with a parent in the vehicle.

I was in Champaign this morning at Green and State, I was going south and the light for SB traffic turned green and hear comes this jerk on a bike going east right thru the red light! A good 5 seconds after the light changed. Bikers need to obey the traffic laws too! Are the cops writing tickets to bikers???
